NAVAHINE v. HAWAI'I DOT

The following is a timeline of the settlement agreement.

June–September 2024

Within three months, HDOT will create a:

1. lead unit, headed by a Climate Change Mitigation & Culture Manager, expressly charged with addressing climate change mitigation;

2. position to oversee HDOT highways climate change mitigation & adaptation;

3. volunteer Youth Council with at least two seats allocated to plaintiffs.

2025

Annual updates will be provided to the public and youth plaintiffs. Plaintiffs and the public will have a 30-day comment period.

April 2025

Revised process and criteria for evaluating, selecting, and prioritizing projects to include in Mid-Range Transportation Plan (MRTP), Statewide Transportation Improvement Program (STIP).

June 2025

HDOT will complete draft GHG Reduction Plan (or sooner).

July 2025

Plaintiffs and the public will have a 30-day comment period before the plan is finalized. Plaintiffs meet with HDOT Director and others to provide comments and feedback.

2030

GHG reduction targets reported against benchmarks for ground, sea and inter-island air transportation. Annual updates provided to the public and youth plaintiffs with a 30-day comment period.

A minimum of $40M invested into public EV charging stations.

2035 & 2040

GHG reduction targets reported against benchmarks for ground, sea and inter-island air transportation. Annual updates provided to the public and youth plaintiffs with a 30-day comment period.

2045

The Court will retain continuing jurisdiction to enforce parties’ obligations under the Settlement Agreement until December 31, 2045.
